Two opposing types of standards are discussed: those based on SOAP, with tightly coupled designs similar to remote procedure calls, and those based on REST, with loosely coupled designs similar to the navigating web links. The technical and cultural underpinnings of the conflict are clarified, and the interests of stakeholders are analyzed. Decision models are discussed for each group of stakeholders, and network externalities are examined. Finally, implications for both the workflow and the wider Internet communities are presented.},
